The Goku-Tei (獄帝, lit. "Jail Emperors") are the absolute rulers of the various strata of Jigoku. Unlike standard Akuryo or even powerful Kikon-jin, the Goku-Tei are not simply inhabitants of the spirit world—they are the genius loci of their respective domains. Each Sovereign embodies a specific, fundamental aspect of suffering, sin, or cosmic imbalance.
